ED Announces FY2008 IDEA Discretionary Grant Competitions

The Office of Special Education and Rehabilitative Services (OSERS), U.S. Department of Education (ED) is now inviting applications for new awards for fiscal year (FY) 2008 which provide funding opportunities under the program Personnel Development to Improve Services and Results for Children with Disabilities - National Center to Improve the Recruitment and Retention of Qualified Personnel for Children With Disabilities. Applications became available June 24, 2008 and the deadline for transmittal of applications is July 24, 2008. The notice appeared in the June 24, 2008, Federal Register.

Eligible applicants include state education agencies (SEAs); local education agencies (LEAs); public charter schools that are LEAs under State law; Institutions of Higher Education (IHEs); other public agencies (including lead agencies under Part C of IDEA); private nonprofit organizations; outlying areas; freely associated States; and Indian tribes or tribal organizations. The intention of this program is to: (1) help address state-identified needs for highly qualified personnel—in special education, related services, early intervention, and regular education to work with infants, toddlers, and children with disabilities; and (2) ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research and experience, to be successful in serving those children.

In a related matter, OSERS also released in the June 23, 2008, Federal Register a notice for the FY2008 grant competitions [PDF] under the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities program. The two priorities are Technical Assistance Center on Outcomes for Infants, Toddlers, and Preschool Children with Disabilities, and the National Dropout Center for Students with Disabilities.
