The U.S. Department of Education (ED) released proposed regulations that would make changes to the No Child Left Behind Act, including requirements for a uniform formula to calculate high school graduation rates, improved parental notification for Supplemental Education Services (SES), and public school choice. The notice appeared in the April 23, 2008 Federal Register, and public comments on the proposal are due by June 23, 2008. ASHA is reviewing the proposed regulations to determine its impact on the professions of speech-language pathology and audiology and will submit comments on issues of concern to its members.
The proposed regulations would clarify the current Title 1 (NCLB) regulations in the areas of assessment, accountability, supplemental educational services (SES), and public school choice. Specifically, the proposed regulations address a number of issues including the following key areas:
- Establishing a uniform and accurate method that states must use to calculate high school graduation rates and setting high school graduation rate goals for AYP purposes
- Permitting the inclusion of measures of individual student academic growth in a state's definition of Adequate Yearly Progress
- Ensuring that parents receive the information they need to exercise their public school choice and SES options
- Providing information to the public about participation in SES and public school choice
